Proposed local rule for SE 14th and 18th water hazards
The captain, Jouko Hartikainen, has proposed that a local rule be put in place to allow players to play a provisional ball on the 14th and 18th on the South East course in cases where they are not sure whether their ball will be found + playable in the water hazard.
The advantage of this would be a potential improvement to playing speed on those holes in certain situations.
The disadvantages of this would be:
- further complicates an already very complicated area of the rules (1.5 hours spent on water hazards alone in the rules night)
- possible confusion for Kytäjä players, they might start to use the rule in other places or on other holes, mistaknly believing it to be part of the rules of golf
- unlikely that people remember this consistently and apply it consistently in real life
Agreed the following
- We will not change the local rule sin the middle of the season.
- We will gather feedback on the idea more widely and make a decision for 2014
- Esko makes the proposal visible for all members via the noticeboard and website

Use of carts in club competitions is forbidden unless...
- the player concerned has a certificate from a doctor telling that they must use a cart for medical reasons
AND
- the use of a cart has been informed in advance to the competition organiser
In addition, in matchplay events, the fact that a cart will be used should be informed to the opponent(s) in advance as a courtesy.
Agreed that this will be advertised to players via a news item and also put on the noticeboard. Riku will make a notice in Finnish, saying what we agreed above.
Possible change to the mens handicap matchplay and Nelipallo Cup for 2014
The mens handicap matchplay competition, played from the 55 tees with full handicap, seems to be weighted too much in favour of mid to high handicap players. The lower handicap players have been slaughtered regularly in these matches. One thought is that this event could be played from the 59 tees but still with full handicap allowances. The "full handicap" would mean that each player gets a good amount of strokes but the 59 tees would increase the value of a par and may cause the matches to be more fair.
No real concensus about this. To be discussed further before next season.
Handicap indexes on Kytäjä courses
Discussed that the current handicap indexes are horrendously bad, especially on the south east course. The only important purpose for the handicap indexes is for playing matchplay. In order to be good for that purpose it is important that:
- the lowest and highest numbered handicap indexes are not at the very beginning or the very end (if you get only one shot in a match then it should not be on the first (and 19th) hole) nor should it be so late that you can lose before you get your shot)
- the lowest or highest numbered handicap indexes are not all in a row (creates a very strange rhythm to the round)
It is of course nice that the handicap indexes to some extent reflect the difficulty of the holes also.
Currently on the South East course, the 1st is hcp index 1, there are then 4 high numbered indexes in a row followed by 4 low numbered indexes in a row.
This should be changed for the 2014 season, the competition committee will create different proposals and gather feedback from different interested parties before making a decision.

Some confusion in the caddiemasters about how to do this, despite the fact that we wrote a guideline about this for all Kytäjä competiitons and agreed this in advance with them. Esko sorts this out.
